Last updated according to PyWPS 3.0.x branch.
Always, you should use the latest stable version. Older versions (1.0.0, 2.0.x) are really outdated and you should better not use them.
Run PyWPS from command line directly from command line:
$ ./wps.py "&service=wps&version=0.4.0&request=execute&datainputs=input1,value1,input2,value2,..."
See error log file from your web server. I use program tail:
$ tail -f /var/log/apache/error.log |sed -e "s/\[.*\] //g"

See the logfile, which you have set in the configuration file, in the [server] section
Use build-in cmd() method of the process:
self.cmd(["ogr2ogr","output","input"])
The same way, like normal commands:
self.cmd(["g.region","rast=raster"])
